Art was born in New Jersey to Cyrus and Rose Samuelson March 28, 1942. He started his accounting career with KMPG Pete Marwick before starting his private practice career. Art is best known for his long-term love of amateur radio as former President of the San Francisco Radio Club and San Francisco Section Manager, he was also a lifetime member of the Amateur Radio Relay league.
